2Q63 is the code used by one of Network Rails Video Inspection Units (which are 153s converted from passenger use).
I think 2Q63 is 153385, I can't find any occasions online people have said it was something else.

Is it being a 153 the reason why it's been given a 2xxx heading which is usually used for stopping passenger trains?

Sort of.. basically, the 2 HC is because it is a DMU path. 2Q's are pretty common and together they indicate a train on test, this could be 730s, 345s, 153s etc.
