Do Avanti issue counted place reservations?

A friend is travelling on the 12:30 Euston to Wigan North Western tomorrow (20th June). He wasn't given a seat reservation (on an Off Peak Return) which surprised me since the train is listed on RTT as "Compulsory Reservations" (though I am aware this is not enforced). Since he prefers to have a seat reservation I suggested he get one off of the TPE website. It succeeded but didn't give him an assigned seat.

Is this a counted place reservation? I didn't think Avanti issued these?

Is this the return portion of the ticket? If your friend selected open return then by definition they wouldn’t have been given a reservation on the return.
Also where was the ticket booked? It at a ticket office or some TVMs there’s a chance no reservation was given.

They issue a number of counted place reservations when the service is fully reserved to take into account unreserved seating on the train as I understand
