Why not consider trams for Cork?

The lines to Cobh and Midleton might be candidates for tram conversion, but they also want extra trains on the Mallow line and there probably isn't enough capacity to terminate those at Cork so some would have to continue beyond. Tram-train is unlikely to be viable in Ireland because of the track gauge.

Modern trams have been built in the US for cities in the Commonwealth of Pennsylvania whose track gauge is 1581 mm, not too far off of Ireland's 1600 mm.
So track gauge should not be an impediment. Admittedly these are standard light rail trams and not tram trains, I'm not sure how much of a difference there is.

I'm sure if you're willing to spend enough money, someone would be willing to construct Irish-guage tram-trains. What matters is if that would be desirable, when there already is a plan to offer through services from Cobh and Midleton to Mallow, without needing tram-trains. There could also be a tram network, serving different places, separate from the rail network

Well, Iberian gauge tram-trains have been built for Cádiz.
