Confused about Additional Info needed for appeal

Here's my first appeal to SWR and I attached my tap in records in my google wallet. It only shows the time in and out, but not a paid amount. I later found out the journey fee wasn't deducted properly in my card (usually reached the daily cap at £15.6 but the day only £13.1), believed there was some card contact issues.

I received the reply from the appeal office (also attached) asking for more information but I'm confused what else I should submit as I used my contactless card and don't think the payment shows how it relates to the specific journey.

Thanks in advance for help.

It's concerning that Penalty Services have once again taken it upon themselves to close your appeal if you don't respond with further evidence. There is no statutory basis for doing so; they need to be processing appeals in accordance with the Regulations - which set out the procedure - rather than making up their own rules.

What's the control to ensure the appeal doesn't remain stalled forever? If there is none, then wouldn't the more compliant thing to do be to simply reject the appeal outright?

They must consider the appeal based on the evidence they have. They're free to request additional information or evidence but ultimately the deadline for deciding the appeal stands.

Simply refusing to process an appeal is not an option which is lawfully open to them.

Indeed.

They could decline the appeal lawfully based on the evidence having not materialised to consider the case, but they cannot just put it on hold under the law. The appellant retains the statutory right to a second and third stage appeal by which time they may have the evidence required to substantiate their grounds for appeal.

This putting on hold may well make the Penalty Fare invalid by default as the appeal has not been considered in line with the Regulations.

I'm wondiering if it would make any sense to send 'some' informatoin back at 15 days. If they refuse to adjudicate the appeal then immediately ask for the Penalty Fare to be set aside as they have not followed the process.
