58s have appeared in Wales on a few workings, Didcot - Cardiff MoD and Cwmbargoed - Westbury stone being 2. I'm sure I saw 2x58, both under power taking a freight eastbound from Cardiff Central, possibly early-mid 1990s (Port Talbot - Llanwern iron ore ?)
Have I made this up or did it actually happen?

I don't recall 58s ever working an iron ore train; it sounds like the sort of thing that would have been reported by the railway press. 58s began to appear in South Wales in the Mainline Freight era, by which time class 60s were well established on the iron ore trains (with some 59s used too). I think when the 58s were used in South Wales it was with Westbury drivers working for Mainline Freight, making it less likely for 58s to appear on a Transrail iron ore working. (Edit - It might have been EWS that started using 58s in South Wales, but as the whole class had previously been allocated to Mainline Freight, it would have limited the traincrew depots that signed them).

But you are not imagining a pair of 58s working a freight at Cardiff! I found these photos of 58028 & 58036 heading west together from Cardiff with empty PGAs in 1998: https://www.flickr.com/photos/taffytank/53414678893/

I'm guessing it might have been a Westbury to Cwmbargoed working heading to Margam to run round? This 1998 shot of a Mainline 58 at Cwmbargoed has an informative caption on South Wales class 58 use, mentioning that the Westbury to Cwmbargoed trains ran round at Cardiff Carraige Sidings, and also sometimes at Barry or Margam: https://www.flickr.com/photos/48862732@N02/4627160843/

A few other 58s at Cardiff:

This shot of 58033 on a Round Oak to Margam emptying steel train (in place of a failed 60) in 2000 is very unusual: https://www.flickr.com/photos/142805908@N08/39212313162/
I wonder if it worked all the way to Margam?

Other South Wales 58 workings:

58033 at Newport in 1999 with what appears to be the return working of the same flow: https://www.flickr.com/photos/paulfuller128/53239132372/

58s were also used on the return infrastructure trip from Westbury to Newport AD Junction:
