Chiltern, LUL and Network Rail

A little while back there was a thread about separating Network Rail into a regional structure. This got me thinking about what competition might mean for Infrastructure providers, subsequently I have been pondering whether Chiltern effectively have this already.

Presumably Chiltern pay track access charges to LUL for use of their route, and of course to NR for the rest of their services.

Does anyone know what this experience is like? Whether there is a difference in service/price from the 2 and whether there are any interesting points for the NR structure debate?

Well from what I have read in various Railway periodicals, it seems that only few ideas are under consideration. First up is Merseyrail, they have beeb offering to maintain their inferstructure for a number of years now, for about three quarters of the Network Rail costs, this was to also include the extensions from Bidston to Wrexham of the thrid rail. Other extensions that where talked about where Kirkby to Wigan Wallgate & ormskirk to Burscough Bridge. Althougth they were not included in the discussions.

The other two areas that where mentioned were Scotrail & Wales, with possibly a combined reconstituted Southern Railway area.

Already I believe that London Overground deal with there own inferastructure, but if I am wrong, I am sure it will be pointed out soon.

As far as I'm aware, the only parts of the LO network not under Network Rail ownership are Dalston Jn - New Cross, which is owned by TfL, and (maybe) Queens Park - Harrow & Wealdstone.

Queens Park to Harrow and Wealdstone is Network Rail, with the exception of the depot at Stonebridge Park. There are other Network Rail managed lines on the LU network also.
