The USA certainly seems to be trying to go that way, and Reform would love to promise the same here.

I'd prefer more police officers and a legal system equipped to deal with habitual criminals who are free to do what they want. I'm also pro rehabilitation but accept that won't work for everyone.

I think you need the equivalent of speeding punishments for ASB. Quick fines, easy admin. I know some can’t and won’t pay but many can so you can concentrate on the non-paying recidivists.

Without disagreeing with you, I fear a practical problem with that is, with ASB, if the culprit doesn't cooperate and willingly give you their identity, it might be very hard to track down who they are, unless you're willing to immediately lock them up - unlike with speeding where you have a car registration number which can easily be tracked to a registered keeper and address.

Lock em up til they can prove who they are. Still presumably less paperwork and Bobby time than a court case. Plus wastes more of the scratter’s time.
If you can’t make them work as punishment then make them pay the fine in time. You know the drudge of doing on line training courses? Force them to do those, with tests at the end - anger management, conflict avoidance, healthy eating, good manners, EDI, Highway Code, English grammar, basic maths.
A weekend of that and they will wish they had gone to prison!
