While browsing eBay recently, I came across these.

Which got me thinking - in what circumstances would these be used? The use of the word "your" on the covers makes me think they're an item that would be given out to passengers, but for what purpose? I would have thought that the vestibule areas would have suitable carpeting or mats to cope with water from passengers shoes on a wet day, so the carpets in the carriages wouldn't get too grubby, and therefore extra mats wouldn't be needed to put your shoes on when seated...
Any ideas?
