AFAIK (and I'm sure Yorkie will tell me if I am wrong!) you cannot get railcard discounts on the train unless the ticket office was closed at the time of boarding.

Yes, but you don't need an expert to reiterate what has already been said. Its a universally applicable concept. If you don't purchase a ticket at the earliest possible opportunity then you're liable to pay the full fare (without the benefit of restricted concession tickets) or possibly a Penalty Fare.

I know that. I meant because the OP was talking about writing to London Midland to complain when in fact it would probably lead to LM pursuing a PF. I was thinking that it might not matter if they wrote or not, seeing as member of LM staff may well have already seen this thread.

From now on, when I board the train from Rugeley Town when i want to go anywhere, if the train arrives at Rugeley Trent Valley and no one comes up to me so i can pay for my ticket, when i get off i going to walk up to ask for an single or return to anywhere, decided going to risk it again

Past is in the past and in the future I will make sure i get an ticket ether on the train or as soon as the train terminates...

I like to thank everyone...you all been helpful and now i do understand about can't use my 16-25 Railcard at an staffed station with an booking hall, it was the reason i started this post in the first place

The whole point of a Permit to Travel machine is to obtain a permit allowing you to travel without a ticket. If you produce one on the train then you can buy whichever ticket you wish to buy.

As RJ said - you NEED to obtain a PTT!!

I know that you know that 98pc of the time that no-one who is PF authorized will come up to you so you claim that you should be able to buy the ticket on board, no, only full price fares are available on board if the ticket checker isn't PF authorized, even then they should issue you with a Penalty Fare Warning. But there is that approx 2pc thatit is possible for RPI's to be on-board and slap you in the face with a £20 PF.

Its up to you, but, if you have every intention of paying for your fare then slap some (if not all) in the PTT machine and then exchange the voucher for a ticket at a later time. If you are worried that the PTT may be broken into, don't as it won't be any of your money in it, you have paid for your fare and the money is the property of LM (who are holding on-behalf of ATOC).

The conditions of carriage state:
"If you travel in a train:
(a) without a ticket; or
(b) the circumstances described in any of Conditions 10, 11, 12, 18, 19, 22,
30, 35 and 39 apply;
you will be liable to pay the full single fare or full return fare or, if appropriate, a Penalty
Fare (see Condition 4) for your journey. You will not be entitled to any discounts or special
terms unless either:
(i) at the station where you started your journey:
there was no ticket
office or no ticket
office was open
and
there were no
self- service ticket
machines or no
self-service ticket
machines were in
full working order
and
in Penalty Fares areas
you bought a Permit
to Travel unless no
Permit to Travel issuing
machine was in full
working order
or
(ii) the notices and other publications issued by the Train Company in whose
train you are travelling indicate that you can buy tickets in that train.
In circumstances where (i) or (ii) apply, you only need to pay the fare that you would have
paid if you had bought a ticket immediately before your journey.

Now, in your case, boarding at Rugeley Town, you are in a penalty fare area so assuming the permit to travel maching is working you must purchase a permit to travel, else a TTI will able to charge you a £20 penalty fare or the guard will be able to charge you the full, undiscounted, fare for your journey along with a penalty fare warning.

This of course assumes that there is no notice which states that you may board the train without a PTT.
