It's definitely valid on HS1, though I know some OBMs who would claim it wasn't.

it's an 'all line rover', clues in the name...
If it wasn't I'm guessing it'd be breaking the trade descriptions act, as all line has a pretty clear meaning and it's not 'excludes selected lines).
No Heathrow Express but it does cover Heathrow Connect between London Paddington and Hayes and Harlington.It doesn't cover Heathrow Express or Connect

HS1 is on the All Line Rover map so take a copy of that if in doubt

.....Mind you the map also shows Heathrow, to which we know it isn't valid!
