Additional calls to compensate for cancelled trains

There was an unadvertised (as far as I could ascertain) stop at Mill Hill (Lancs) on the York-Blackpool I was on last night.
There seemed to be a fair few kids congregating on the platform, and some hi viz security marshalling them onto the train, so I wondered if a SSO got issued for disorder at a station or something? The previous East Lancs stopper wasn't cancelled.

Usually GWR control are good at inserting additional stops when asked. Even to cover Earley, Winnersh Triangle and Winnersh when SWR are having problems. Certainly unusual, but welcome, to see Tilehurst etc. on Cheltenham service.

Perhaps, but didn't seem to be in football regalia and Mill Hill isn't that much closer than Blackburn, where the train was scheduled to stop.

I don't know if this still happens, especially since Hag Fold is served by most of the traditionally "fast" trains , but it used to be common for the fast service on the Atherton line to make additional calls at both Hag Fold and Moorside to compensate for a missing service if the stopper ahead of it was cancelled.

But don't PNBs have to be taken within a specific time from booking on?

Yes but they’re normally not scheduled on the absolute limit and may be longer than the ‘minimum’ required time.
