Some posters may have doubted whether I heard "operates" correctly. However, here is an example in written form:

There are a variety of different automatic announcements systems used across TfL stations. Having worked in a number of stations, I've heard quite a few of the different variations of the automatic announcements, and a few of the manual ones too. :) The one I know off-by-heart, by virtue of using the station twice-daily for work, is at North Greenwich, which is: "Customer service update from the control room at North Greenwich. There is a good service operating on all London Underground lines".

If the knowledge I have acquired over the last year is correct, the newer system should specifically state "London Underground lines, Docklands Light Railway, TfL Rail, and London Overground" at the end, instead of just "London Underground lines". Not 100% sure of the order of the additional lines, however!

The guidance for announcements is just to state “all [other] lines” as by that nature it is believed that includes all modes. There is also no need to state “from the station Control Room at” either, “Customer service update.” would suffice. This has been the case since at least 2014 and there is no need to state the names of all modes.

Depends on how it’s been set up as it’s custom by the staff at the station. Also bear in mind that there are many different systems in use, broadly differentiating between those used at ex Jubilee, Northern and Piccadilly stations installed by Tube Lines and those at other stations by Metronet, but there are even variances within those groups.

On the Victoria line they refer to services at Seven Sisters as National Rail still, even though they are mostly London Overground. Which is confusing when there are no services running (weekends at present due to engineering works) as you hear there are no National Rail services and then wonder if that applies to the orange line as well.

London Overground is part of National Rail (although TfL like to think it isn't....)

So rather like the words goodfellow and goodwill, you're suggesting? Perhaps 'fair service' might be more appropriate, or, rather, fairservice, like fairweather. My own definition of the meaning of 'good service' would be 'service as you'd expect', which in turn begs many questions.
I believe the reason for using good rather than fair is the same as why LU changes ‘alight for’ into ‘exit for’—many English learners don’t know the word ‘alight’ at all...regarding the word ‘fair’, their recognition to this word could only be ‘equal treatment to different parties’.
