In a nut shell my 13 year old son got a fine on train as he jumped on train without ticket. I’ve went to appeal this they said sorry the fine still upholds. I’ve emailed them again saying I’d like to speak to a line manager over this issue. Nothing came back just a new fine with a £20 admin fee attached. Do I have to pay this admin fee

Were they charged a Penalty Fare? Or is this an out of court settlement fee?

Which company was used for travel and is it the same company who issued the Penalty Fare?

Were there any mitigating circumstances?

Whatever the legalities in terms of his age, treat it as a learning experience. Yes, of course he should pay (note - he should pay, not you!)

On what grounds did you appeal it?

If you upload images/text of the correspondence with identifying details and reference numbers obscured, people on here may be better able to see ways to solve this.

A bit more detail would be useful, on some lines there are no facilities to buy a ticket at stations and buying one onboard is the norm.
