Just one pint with Cranbrook is that the majority of the access road and car park are already built - it's just the platform that requires building before things like signs, lampposts, fencing etc goes in and the station ready to open.

There must be an honourable mention to Digby & Sowton - a single platform, unstaffed station that opened in 1995 on a single-track branch line. It's now seeing almost 750,000 passengers a year - surely one of the busiest stations of its type in the country?

Quite where on earth you're getting your figures from, I don't know! According to Wikipedia, Plymouth is 256k, but that's the unitary authority area which includes places like Plympton and Estover. Exeter and Torbay combined is 298k, and that's not including anywhere else in the area like Newton...

But you don't seem to be taking into account that, by having that as your mainline diversion, you're completely cutting off Newton Abbot, Torbay and Totnes. As a collection of places, I'd argue that they're possibly more important to the economy of the south west than Plymouth.
