well, the guy in charge at the time was a bit, erm, flexible with certain rules and procedures required of policemen ( allegedly!) but otherwise produced good results! ;)
But we all know how to deal with this: Zero tolerance. I think Cleveland Police have been there before! We also need to worry less about cultural sensitivities and more about arresting criminals from littering upwards.
