Based on the fact that Police Scotland refer to them, I'd say that the Information Commissioner's Office "makes the rules" about Subject Access Requests in Scotland.
As such, ScotRail should have responded to your request within 1 month, and should have provided any information within 3 months...

Give Network Rail more money
Reject the Hendy review's recommendations, and ask for ones that didn't de-scope the ECML projects (robbing Peter to pay Paul)
Do nothing
The rhetorical nature of the question does not automatically mean that that it can be dismissed out of hand as irrelevant (not implying that's what you're doing).
The Hendy Review may have de-scoped these projects, but the DfT could have objected.
