I've experienced it with southeastern a fair few times heading from London towards Hastings, with trains suddenly going High Brooms, Tunbridge Wells, Hastings at very short notice after London Bridge or even Waterloo East on occasion

Isn't there a proposal a to run peak time services from Manchester Victoria - Eccles - Wigan, in place of stopping the Leeds-Chester at Eccles at peak times from December? That could in theory stop at Golborne, if they made that service hourly then you could have a viable service pattern
Although not scheduled if the Edinburgh/Blackpool - Euston via Brum is running 5 or so mins late (which is surprisingly often) it will overtake the XC from Manchester - Reading/Bournemouth at or just before Stafford which then in turn overtakes it at Wolverhampton
