So the answer is yes, that is what "normally-closed" means here: if there is no power to the relays , it sits in the contacts closed (switch on) position, which bypasses the whole locomotive and connects the RCH jumpers at the two ends together (just like on each normal coach of the train)...

Certainly the machine at Capenhurst, which used not to do ToD, now says it can do, and the physical machine has not been replaced. I haven't actually used it for ToD however.

I believe the issue is that even if you close the contactless journey on platform 7, you have no way to get out of the station ticket barriers.
Technically it may work to travel to Chester on a bank card, tap out, and then make an onward train journey on another ticket, but it is a rather niche...

As reported in this month's Modern Railways, this work was funded in the 2025 spending review and is now going through pre-application consultation, i.e. the start of the planning system, presumably for the sidings expansion outside the railway fence.
