Applying for FIP Coupons

:|Hi All, I am a new member of this forum... my first thing is.. Is anyone else having problems with obtaining RSTL FIP Coupons using the New 1609b Form? I enter all my details as I have always done with the old form and proceed by clicking on the "Submit Form" Button. It then says...
