Looks like there has been a person hit at Chelmsford this afternoon, cancelling all trains east of Shenfield on that line. Seems that Southend branch is running fine.

Can't we utilise the sum of the published fixed links and minimum connection times?
Minimum connection time is 15 minutes at both King's Cross and Victoria. According to brtimes.com the fixed links for King's Cross to Victoria is:

Interestingly enough, the anytime single +Via London ticket is £105. To split into three different tickets along the same lines as OP has laid out is cheaper.

I just took a look at the engineering works announcement from ATW:
To me this suggests you get off at Crewe and take a bus only if you need Stockport or Wilmslow. The train will continue direct from Crewe to Oxford Rd
NRE suggests the same and isn't showing a bus either.
I guess it's up to your level of risk. I got my 16-25 issued pretty much immediately, but they took issue with a colleague's submitted photo and made her re-submit a photo and thus their issue date was a few days later than the submitted date, hence the warning about technical or otherwise problems.
