It was examined sometime last year. The structural engineer informed me that there was a problem with subsidence and as a consequence an advisory limit of I think 10 persons at any one time was placed on the bridge. It was last painted c1983 and so there is no wonder it is in the state it is.

You are mostly right here but other factors such as the Hatfield Blockade have encouraged those who wished to avoid the bustitution to go the Brigg Line way. I surmise also that the publicity given to the route as a buy-product of Hatfield has also helped.
