Flashing Green Aspect on Colour Lights

Can anyone help shed any light on what a flashing green aspect on a colour light tells a driver? I live quite near Tallington crossing and frequently see one on what I think is the Down Fast there. I would guess it’s something like indicating the next signal is double yellow but I’ve not...
