Identity of Industrial loco sought

I wonder if anyone can help me identify an industrial steam loco. Driving to Cheltenham last night I passed a lorry heading East along the M42 near junction 5 (Solihull) with a saddle tank loco on board. In the short glimpse I got it looked a similar shape to the Middleton Railways Hudswell...
