    Is green electricity subsidising rail freight?

    Aside from rail freight/mode shift grants etc., the fact that traction electricity is all from green sources (EDF nuclear currently), is this seen as an extra subsidy for rail freight, vs. e.g. shipping which can't use electricity, or road, which also primarily still uses diesel?
