My idea for a Rail Enthusiasts Register

I am wondering if anyone would welcome the idea of having either a regional or national wide register of Enthusiasts which could be given to TOC's Network Rail and other operators to help them to Identify which of us are genuine and which are not, the scheme could include a membership card idea...
