Timetable complaint - to Network Rail?

Is it Network Rail who design timetables? And can be complained to about them? Here's why - I need to travel regularly from Glasgow to Swansea. Years back this meant West Coast mainline to Briston Parkway, then South Wales mainline to Swansea - both 'proper trains'. Now you have to...
