Eurostar York to Paris proposals

http://www.yorkpress.co.uk/news/10608283._/ The article states the York City council and other ECML councils are proposing this old chestnut again. So with the NOL sets still rumbling around somewhere in france. Is this a reality or just wishful thinking?
