Fined for being in first class carriage

Hi Please advise. My 20 year old son was travelling home today in a very busy carriage and stepped back to allow 2 pushchairs on. He was pushed back into a first class carriage as there was no room to stand in 2nd class. Suitcases were also blocking his path. A ticket inspector got on the train...
