EMU, Variable Load Valve

Hello, Does anybody know what a Variable Load Valve does? Am I correct in thinking this is what you need to adjust (via a nut) to adjust the brake pressure? And I believe the averaging valve sends the variable load valve its signal (averaging valve gets its signal from secondary...
