    Is Heathrow Express a good use of resources?

    This is true towards the end of the morning peak but not earlier on, before 8:00, the 7:xx trains are all busy and very few get off as it's too early for people arriving in Farnborough for work or school. I'd definitely agree that the biggest demand would be for extra capacity into Waterloo...
