Is there a chance I won't be prosecuted

Is the a blanket policy by FGW / GWR to prosecute people without a valid ticket? The revenue inspector said that it could be a fine upto £80 but said it was up to someone else. They took down my details and so do I just sit and wait for a letter? How reasonable are FGW / GWR?
