    Is the eastern arm of HS2 needed?

    So I'm playing devils advocate here but time wise, at least after the 800/1's are delivered, there won't be a great deal of improvement between HS2 and the ECML. Now I know HS2 is about capacity but it seems to me that capacity could be significantly boosted without spending around £16 billion...
