At a guess the WON (weekly operating notice) item number.
After seeing the news it might be a WON supplement item number instead.

May be the Electrical Control Room message time reference for the time a targeted or emergency switch off was granted and the area affected.

"LO L" is the signaller signifying a train that's headed for, or in the low level sigings at Norwich. @dk1 might be able to shed some light on why they're called low level. Sometimes you get "JUB" or "JUBB" which is a train going to Jubilee sidings, or as they used to call it down there "the back road."
It means whatever the signaller wants it to mean. It is their reminder.

Might not be, that's the old Eurostar curve from when they used to use Waterloo. Hasn't been used probably since 2009 so might just mean something's been disconnected(?).
I am well aware of that. I was curious if anyone had a clue as to what it could've meant... which is the whole point of this thread.

If it was disconnected it'd normally have 'OOU-' or (RT)'3178' or similar, for something properly taken out of use.
'FAIL' suggests to me just that - a Track Circuit, Axle Counter or Points failure, in this case quite possibly caused or exacerbated by lack of use.
A completely random guess would be something is occupied (OC) that beings with CT, so Container Terminal or Central Terminal are possibilities, but could be a particular siding or location in the South terminal (Creek something?)
Or it could be something else completely unrelated, there's quite a lot of possibilities.
It will likely mean “creek to creek” or “creek to creek with crossing”. It is a regularly requested shunt move at the South terminal.

There has been a track circuit failure at Linford Street Junction for quite a while now. Obviously they are under no pressure to fix it. Not sure the curve has been used since 707s moved from Waterloo to Gillingham (Kent). The berth originally had 'TCF' but it's been changed to 'FAIL'.

I saw the Hastings unit on it a couple of weeks ago, so if there's a failed track circuit they must be talking any movements across it signal by signal.
