ORR REACHES DECISION ON STEAMTOWN APPLICATION
The Office of Rail and Road (ORR) has confirmed that it has reached a decision on the application from Steamtown Carnforth, for a new exemption that if granted, would allow the Mk1 coaches it owns to operate with West Coast Railway Company (WCRC) without any form of centrally-operated door locking.
An ORR spokesperson said: "We have completed our assessment of Steamtown’s application for a new exemption around fitment of central door locking. The applicant has been informed of our decision, and the reasons underpinning it." The ORR would not be drawn on the actual outcome of the application, although it is understood that it has not been successful.
West Coast Railway Company did not comment when approached.

Logically if it had succeeded I am sure WCRC would have been shouting, and as per the quoted statement, why would there have needed to be reasons underpinning the decision if it was positive?
