Why is the 2230 Birmingham New Street to Worcester Foregate Street set down only at Droitwich Spa (2311s)?

Most likely in the event the train gets cancelled with a replacement bus run in it's place, they don't have to worry about serving Droitwich if there are no takers.

Via Kidderminster would be a fair bit slower.
It'll probably be to do with replacement buses as others have said. That is certainly the justification I'm aware of other TOCs' planning using for similar measures.
In this case, having a taxi/minibus on standby at the station (which is presumably unstaffed, so the potential passenger has to be able to identify the location unaided.....
Via Kidderminster could still serve Droitwich!

Don’t understand. There are several trains from Droitwich to Worcester after this one (one only 10 minutes later) so those passengers are not at a disadvantage. When there is a bus running it can miss out Droitwich entirely if no one is going there, or if it’s only 1 or 2 they can be put in a taxi from New Street (which is staffed), saving all the Worcester bound passengers a lot of time as their bus doesn’t have to go into Droitwich. No one loses, as far as I can see.

Id say debatable, depending on time of day/ path available.
It's non stop brimimgham - Droitwich.
I make it 23 minutes non-stop via Bromsgrove or 33 minutes via Kidderminster, assuming no pathing time. That's based on other non-stop (XC) services.

This train is routed via Kings Heath. I assume that making Droitwich set down only means that they can keep moving if they clear through that route quickly (or take the direct route) and not wait time blocking a platform.
Is this train used to maintain route competency for a link or depot so getting it done and having no issues with picking up passengers is in the interest of the operator.
