That's intriguing as I've seen published online a translation of a supposed Russian report that they felt Kestrel didn't offer any advantages over their own self-developed technology. According to that they gave it a series of trials, then gave up on it.
Naturally you can assume they'd say that anyway to avoid paying licence fees to Sulzer for the diesel engine if they had used it in production (as they would have used their own body and electricals). The big question is whether the 2A-5D49 diesel is a copy of the Sulzer 6LVA24.
As with so much from Russia, the truth is a mystery.
D49 is definitely not a copy,firstly because Kestrel was bought by USSR in 1971,and D49 was already mass produced and used on TE109(1968)and TGM6(1966) by that time,secondly is that the design and specifications are very different from LVA engine.It is,as far as I know is the first type of mainline locomotive four stroke diesel engine completely developed in USSR after WW2.
D50 and D100 were stolen from american engines(Alco, Fairbanks-Morse),but D49 is actually developed from 0.
Certainly the ТЕП70 body shape is very different from Kestrel, yet the overall morphology is curiously the same.
About TEP70,I don't think it was copied off the Kestrel either,because in terms of design,systems, these locomotives are very different.For example,in TEP70 radiator cooling fans are driven by hydraulic axial-piston pumps,whilst in Kestrel it's AC motors.List can be continued, they are really different locomotives in terms of design.
Fuel efficiency of 2A-5D49(which is on TEP70),in fact was better than at sulzer engine:
211(±10) g/kWt/h— 2A-5D49
224 g/kWt/h—Sulzer 16LVA24
2A-5D49 had higher pressure charging than usual D49 which you would find on TE109 and 2TE116,that's why it is that powerful and efficient.
