The bay (P2) was used. I was on the 1612 ex Leeds which was halted for a time at various points between Todmorden and Rochdale where it terminated in P2 and formed the 1810 back to Leeds. Most passengers went for the tram or taxis to continue.

Presumably terminating at Rochdale was only an option for trains with Leeds based crews.

Because in this day and age technology-wise it shouldn't be dependent upon every station and guard needing to get through to Control. There should be a clear and regular flow of information outwards.

There is, but by some staff I knows own admissions they a) can't be bothered to read it because they get so many emails, or b) don't get chance to read it because they are swapped by customers
