The service reached Chester at 17:39.

From what I can tell, it then departed on time at 17:43, stepped into the TD berth which represents Helsby, Frodsham and Frodsham Junction (hence the reports at Helsby, Frodsham and Frodsham Junction on RTT), and then reversed back to Chester, overwriting the original reports for these locations which is why the delay shows.

I think the +26 at Chester is because RTT has combined multiple reports at the station and "averaged" the times, meaning -4 and maybe +60 got combined to produce the +26 delay.

Thanks for the explanations, very helpful. I see that 1F65 1704 from Birmingham New Street was terminated at Crewe too, so maybe part of the same thing.

The reports at Helsby and Frodsham are manual. It looks like the train reversed back to Chester on the Halton Curve after departure from Frodsham towards Liverpool.
