This is absolutely a fair point. That said, if I was a heritage railway short of money (I'm a volunteer at one, but not one myself!!!!!!) then I think ensuring sufficient steam locomotives were available to run the service would be a priority for what budget I had. I would suggest that ability to deliver a steam service is one of the most important things both reputationally and also a consideration for many prospective visitors.....but can many of them afford one, given their current straightened finances?
