I suspect you're right. It doesn't help that the reduction in small boat crossings has led the populist right wing parties such as Reform to target the disabled and PIP recipients.
Basel has one switchable platform (4 on the SBB side, IIRC 30 on the SNCF side) which can be switched between 15 kV and 25kV. If a cross border service departed from any other platform the loco was taken off by a shunter. Nowadays anything going over the border is multi system.
