    I agree - Looking at the rail, perhaps this was a rerail site and bonded around a temporary clamped joint? Rail on the right appears to be slightly newer and if you have a look on the foot it appears to be a slightly deeper section.

    I'm positive early OLE feasibility design was used to design the modular construction of the new gantry to ensure compatibility for future electrification. The current construction may not provide full compliance in its current configuration but its designed for OLE to run through there.

    Yes, thats very likely. Whilst the NTC usually brings its own materials it would need replenishing for the required yardage and duration of stay.
