How strict are cross country at taking qualified drivers with incidents on their record? Is it a complete no even for a single incident such as a fail to call or do they assess each candidate individually , aka potentially give them a chance?

Control would likely refuse to allow a sudden change to stopping patterns based on sudden increases in passenger loadings like this because there is likely to be already people on the train wanting stops which you are asking permission to miss, I think stuff like this needs slightly more...
Yeah a lot of the Leeds services are 158s currently mixed in with other 15x stock so if there was a push to reallocate all diagrams 158s only there could potentially be some decent time improvements between Rochdale and vic, but only if they retime services for 85mph running and just use 158s...
More likely to be due to poor railhead conditions. Can't speak for the line through Google but Leeds to selby can be very dodgy round Gascogine wood and south Milford in autumn. Sometime loose 3/4 minutes just trying to stop at South Milford. One of those places where you can even slide in summer.
