It's mainly for platform restrictions at Paddington. Outer curved platforms (8,10,12) are not cleared for Class 345 passenger use without SDO in operation. It helps with the ARS software to know not to route a "9" into certain platforms.

Not heard anything about Chadwell Heath but would be useful come Ilford and Gidea "blockades" as well as Shenfield. The space and overgrown infrastructure still exists so could also provide a useful freight loop and extra platform through the station. If it's merged into the Crossrail budget...
Erm that requires EVERY train into the aforementioned stations to be exactly the same spec, every platform to be capable of holding 12 coaches, the running lines approaching the station to be the same speed, the station throat to have access to every platform and every platform to be on short...
