Quite a few were built without them, replacing trains which did have toilets though. Was is SWT who openly admitted the regulations resulted in their new order having no toilets due to the seatspace a wheelchair one would take up was unjustifiable, but had they been allowed a 'traditional' one...

That would be the measured response, but in today's world it seems it's 'all or nothing', i.e. all people can travel, or nobody can. It'll have the biggest impact in cases like this, short notice, unplanned inability to run services, where previously it's been simply a case that anything's...

I wasn't quite prepared for now minimal TPE's service would be this morning, only the 2U stopper from Piccadilly to Leeds and hourly from Leeds to York. It feels like after cancelling services at York and Leeds last night there's been no attempt at recovery yet.
I've heard of generators failing effectively because they've been tested too often & run out of fuel! o_O This seems more complicated than a simple generator outage though.

Some's just waiting for the next maintenance cycle for recovery, some's been dropped early before a possession, some's strategic spares in case unexpected replacement is needed. In the latter case it's easier than having it all at a depot somewhere which may be many miles from where it's needed...
I always think it's funny that the line was built by the Leeds & Selby Railway almost 200 years ago with passive provision for four tracks which was largely never realised, and it's still being done today!
