Although it's affecting the whole company, it's probably more to do with the maintenance side of things. Used to best advantage, or UBA. Think NR will eventually be looking to make these staff redundant, when there's no longer a place for them.

As you say, lorries (and all modes of transport) have improved since limits were set.
