Will people still be allowed to trainspot at train stations in teir 3 areas or will it not be allowed

Im confused with this three teir system does this mean essential travel only returns in Teir 3 only or are you allowed to travel in that area only and just not leave?

Update for today 1010 MA to Lockerbie Terminated at Carlisle 1307 Lockerbie to MA Cancelled 1610 MA to Lockerbie Cancelled 1913 Lockerbie to MA Cancelled Cancelled due to a fault on the train

TPE Cancellations due to faults and lack of train crew I'm wondering if it has ever been this bad before with new stock being released in the past? I also wonder how TPE didn't train all of its train crew in time for this timetable and is this another timetable crisis like in may 2018
