There is no agency charged with strategic planning in this country, so it seems. Polititions are evidently incapable of it and civil servants would find it too dangerous. So, it's left to chance and afterthought.

Is that something of a pre-conceived notion? Since the railway will only affect peeps half-a-mile each side, I'd expect the more moderate to re-coil from the overly vociferous.
Re: the Seven Barrage idea. There have been many proposals but they never stack up economically (intra alia) because you need another station to generate in the slacks.
