    As well as these I remember in Whitehaven bus station there was an Inspectors office. If they saw a bus was going to be overloaded they would very often put a special on.

    I suspect that as well as the usual work required, such as the delving into case law, he must surely be very keen to go above and beyond to make sure there isn't anything, no matter how 'totally without merit' they may be, that could be used to challenge his ruling.

    Well Borrowdale has a parish council, not sure they would ever consider declaring themselves a town, but clearly 2 buses needed to get from Borrowdale to railway station. Borrowdale to Keswick then Keswick to, well take your pick, Carlisle, Penrith, Workington....
