    There is. There’s an EU directive and associated SI in the UK that obliges the TOC to provide accommodation or onward transport. It doesn’t oblige them to pay but to provide it.

    It doesn’t need bespoke software. I built a demonstration PIS that interfaced with ARS back in 1993. It would automatically detect changes like this based on route setting and berths. Just needed a very small amount of configuration data to allow a PC to drive displays.

    I believe there are a number of international treaties, including at least one Geneva convention, that would prohibit such a sentence on the grounds of it being either inhumane or torture (or both). Sadly, those rules only apply when a state does something to an individual, as opposed to a TOC.
