Even if one company bought the lot, its likely they would sell off certain bits. Some locos might go, plus they would look at certain contracts and say "No, dont want that one any more". So some contracts would be let go to other operators as soon as they expired

I think the idea is to ensure staff are rostered on Sunday as part of their normal working day, like most other people are in service industries

I suspect OP probably just wants TOCs to run the advertised Sunday service, and not have multiple cancellations every week!
